Client Access Licence (CAL) Device – Windows Server 2025 Remote Desktop

The RDS Device CAL for Windows Server 2025 licenses one device — not a person — for access to your server's Remote Desktop services. Everyone who uses that workstation is covered by the same licence. One essential point: a CAL is not software and is not installed. It is an access right recorded in the server's licence manager.

The licensing rule, explained simply

• Server licence + CAL. Windows Server 2025 is licensed per core for the machine. Every device or user that connects to it must be covered by a separate CAL.
• RDS CAL = an addition, not a replacement. A Remote Desktop session consumes a Windows Server CAL and an RDS CAL for the same device. Both are required; this is the main cause of adjustments during compliance audits.
• Backward compatibility. A 2025 CAL covers a 2025 server or an earlier generation, which makes it worthwhile if your fleet is mixed or a migration is planned.
• Perpetual. There is no subscription to renew for the version concerned.

When to choose Device

Whenever hardware is shared: workshop workstations used across successive shifts, till terminals, data-entry kiosks, training rooms, laboratories. Fifteen people taking turns on five workstations only need five Device CALs. Conversely, if each person connects from several terminals, the User CAL works out cheaper. Compare the number of devices with the number of users and license whichever is smaller.

Activation

The key arrives by email within 24 hours at most. On the server, open the Remote Desktop Services Licence Manager, activate the licence server, install the licence pack by entering the key, then select "Per Device" mode in the deployment properties.

A properly licensed Windows Server 2025, with the Remote Desktop Services role and an activated RDS licence server. Extended support guaranteed until October 2034.
