Client Access Licence (CAL) User – Remote Desktop Windows Server 2019

The RDS User CAL for Windows Server 2019 is a named access right: it authorises one person to open a Remote Desktop session on your server, from as many workstations as they wish. It is not software and does not install on client machines. This type of licence is designed for companies whose staff alternate between office, home and travel, and for environments where everyone uses several terminals.

The legal points to know

• A CAL is compulsory in addition to the server licence. Owning Windows Server 2019 does not grant the right to connect users to it: that right is purchased separately.
• RDS CALs are added to Windows Server CALs. A Remote Desktop session consumes one of each type. They are not interchangeable and the RDS CAL never replaces the Windows Server CAL.
• The version matters. A 2019 CAL covers a 2019 or earlier server; it does not cover a 2022 or 2025 server.

User or Device?

Take the User CAL when the number of devices exceeds the number of people: remote working, personal equipment, tablets in addition to the fixed workstation. Prefer the Device CAL when several people take turns on the same workstation — shift-based production, counter, shared room. The right instinct: license the smaller of the two counts.

What Windows Server 2019 brings on the Remote Desktop side

This generation improves the graphical smoothness of sessions, support for high-density displays and compatibility with modern Remote Desktop clients, including from a browser or a mobile app. Extended support for Windows Server 2019 runs until January 2029, which leaves a comfortable margin.

Activation

The key arrives by email within 24 hours at most. On the server: Remote Desktop Licensing Manager › activation of the licence server › installation of the licence pack with the key received. Then choose the "Per user" mode in the Remote Desktop deployment.
