Licensing model

Two possible models: per core, when the number of users is high or unknown (public site, exposed application), or Server + CAL, when users are few and identifiable. In this second case, each user or device accessing the database must hold a SQL Server CAL — a legal access right, separate from the server licence, which is not installed.
