What you need to know before buying

• A CAL is not software. Nothing is installed on the client workstations: the key is registered in the server's Remote Desktop licensing manager. It is a usage right, not a program.
• It is added on top of the Windows Server licence. The server must already be licensed separately; the CAL covers only the right to access it.
• RDS CALs do not replace Windows Server CALs. A Remote Desktop session consumes a Windows Server CAL and an RDS CAL for the same device. Many businesses only learn this at the time of an audit: it is better to budget for it from the outset.
• Version locked. These 2019 CALs cover a Windows Server 2019 or earlier server, not a 2022 or 2025 version.

Device or User: making the right call

The Device CAL is cost-effective when the hardware is shared — five workstations used by twelve staff need only five licences. If, on the other hand, each person connects from several devices (office, home, mobile), the User CAL is more economical: it follows the person and covers an unlimited number of devices. Always licence the smaller of the two counts.

On the server: open the Remote Desktop Services Licensing Manager, activate the licence server, install the licence pack by entering the key, then check that the mode selected is indeed “Per device”. The available licences counter should then show the 5 accesses.
